Coordinating development affairs requires a clear framework. At present, Nigeria does not yet have a robust, operational framework to coordinate development partnerships across Federal, State, and Local Governments. We have policies, offices, and platforms—but they are fragmented, weakly enforced, and often bypassed in practice.
